I bug reported that one almost a month ago. They had accidentally all the sec-level based "lauch" restrictions, so both bombs and interdiction probes could be used in high and lowsec. Even more fun was the fact that you could launch a bomb at a highsec station and not trigger any response, as long as you only hit the station.
The mail response they sent said that, when the fix hits TQ will depend on whether it can be part of a hotfix or if it requires a big fix (i.e. a full build release). There was a fix for it at the time though, at least according to the bugreport mailą
ąthe actual bug ticket, however, mentions that it couldn't be reproduced ł hopefully because they did actually put that fix in. But if you can still do it on Sisi, 27 days after it was reported, 25 days after it was reportedly fixed internally, then who knows. 
But it was only those two launched effects ł you still couldn't anchor bubbles or use an unscripted WDFG, so should it slip though, the highsec mayhem will be (every so slightly) limited. And yes, CONCORD does indeed take a dim view to people being caught in dictor bubbles.
Ok... jokes aside... What OP said and what Tippia said... are the devs aware about this, has it been fixed or is this coming to TQ today?
CCP will never publicly admit they f'ed up their code again , instead they will put in a hotfix after finishing the patching. Can you imagine the reimbursement demand when servers go live and you have people killed by bombs....well I can "our logs show nothing"
Another great example of CCP's quality assurance and testing, guess everyone is on the PS3 quality testing Dust because they are not in EVE.
